Subject: [Bug classpath/25143] javax.crypto.EncryptedPrivateKeyInfo constructor does not accept algorithm names, only OIDs

Confirmed. The constructor should look up the OID (the OID is necessary to
encode the object with DER) for the algorithm based on the list in the appendix
pointed out in the JavaDoc.
