[Bug classpath/25729] New: Encoder.getPersistenceDelegate should query BeanInfos for PersistenceDelegate

This is part of the specification but it is not implemented yet.

When it is ready BeanInfos for various java.util, java.awt and javax.swing
classes have to be written.
