Looks to have been resolved by following commit in time for Classpath 0.20:

http://cvs.savannah.gnu.org/viewcvs/classpath/resource/Makefile.am?root=classpath&r1=1.7&r2=1.8

At least Classpath 0.20 installs logging.properties as file to lib now.

Still needs to be removed from glibj.zip before bug is closed?
