[Bug swing/26413] New: JTextArea - wrong up/down movement in special case

When someone types a text like this:

abc
def

foo
baz

The up/down movement sometimes illegally jumps over the empty line or it
nothing happens at all (one can still move to the rest of the text by pressing
left/right).
