[Bug classpath/24464] problem loading signed bouncycastle jar with being bouncycastle the only provider

I also experience a problem with the signed bouncycastle jar, but it is
somewhat different. The jar cannot be found in the classpath (or it doesn't
load). I did not investigate this further. However, replacing the signed jar
with an unsigned jar works as expected.
