[Bug xml/27290] New: DatatypeFactory doesn't use service API

According to the JDK javadoc, DatatypeFactory.newInstance should
go through multiple steps to find the correct instance, including
using the service resolution approach (see our own ServiceFactory
class).  Currently, it does not.
