[Bug classpath/27514] New: classpath jar tool bugs

The classpath jar tool has a few known bugs.

* The '-i' option is not implemented.
* Manifest updating with -m -u does not work.
* The -u option in general is inefficient, it currently
  copies the entire jar.  If we know we are only updating
  we could be more efficient.
