[Bug crypto/28461] New: EncodedKeyFactory can't handle null DSA parameters

In X.509, it's perfectly valid for a DSA public key in a certificate to have
NULL parameters; if that is the case, then the parameters in the *parent*
certificate's key are used. EncodedKeyFactory doesn't handle this case.

This is a regression from a previous version of EncodedKeyFactory.
