[Bug swing/28720] New: Regression:JTable vertical scrolling cell boundary adjuster is removed

The patches from 2006-08-13 remove the JTable adjuster that was positioning the
JTable scrolling position so that the row in the scrolling direction would
always be visibe. 

While this positioning is described as optional in the Java API, it adds the
work convenience and it is desireable to restore the functionality.
