[Bug swing/28769] New: Regression:JTree and JTable mouse-wheel scrolling

The stupid bugzilla won't let me re-open the bug; submitting it anew.

Mouse-wheel scrolling for JTree is again broken, tested with cvs 2006.08.18.
I can only scroll-up, but not scroll-down via the mouse-wheel.
