[Bug swing/28769] Regression:JTree and JTable mouse-wheel scrolling

The original bug report says: "Mouse-wheel scrolling for JTree is again broken,
tested with cvs 2006.08.18. I can only scroll-up, but not scroll-down via the
mouse-wheel." This issue is definitely fixed. Furthermore, the
VariableTreeHeightLayoutCache issue that I brought to attention is also fixed.
The only remaining problems are the GTK crasher and the OutOfMemory (both of
which are completely unrelated and reported as separate bugs).

Would you please explain to me again why you are reopening this bug report.
