[Bug inetlib/31410] New: mail: SMTPS implementation incomplete

In the gnu.mail.providers.smtp.SMTPTransport, the protocol name "smtps" is used
to determine if tls should be used to create a secure connection, but further
the implementation is incomplete.
In the list of providers, "smtps" does not occur.
