                PR classpath/33623:
                * examples/Makefile.am:
                Exit with no compiler.
                * lib/Makefile.am: Likewise.
                * m4/acinclude.m4: Handle ecj and javac
                using separate variables and catch when JAVAC/ECJ is
                empty.
