[Bug classpath/34583] New: Classpath should support the Attach API for use with JConsole

The Attach API:

http://java.sun.com/javase/6/docs/technotes/guides/attach/index.html

allows interaction with a running virtual machine. Most notably, with this
functionality, JConsole can access another VM and obtain information about it
for monitoring and management purposes.
