[Bug classpath/36146] New: Running Tomcat requires the 1.4 compatability kit

We don't provide enough of JMX at present to run without the 1.4 compatibility
kit for Tomcat.  In aiming for 1.5 compatibility, we should aim to drop this
requirement.
