If "date" can't read /etc/localtime

Subject:	If "date" can't read /etc/localtime
Date:	Wed, 17 Mar 2004 07:39:13 +0200 (EET)

If date -command can not read file /etc/localtime, it will print UTC time.
Why doesn't it print any error messages?
