I couldn't reproduce this bug with coreutils 5.2.1.  I set
TZ=Europe/Warsaw in the environment and set the simulated current time
to 1080512250 (Mon Mar 29 00:17:30 CEST 2004).  I ran 'date +%y%m%d -d
yesterday' and got the expected output 040328.

There have been some changes in that area since 4.5.3 so perhaps the
bug has been fixed since then.
