From fmt(1):
-p, --prefix=STRING
combine only lines having STRING as prefix
However, by experiment, I find that it also uses STRING as prefix when
splitting lines. The man page should say this ! Indeed, the info
page is more helpful and indicates that the above is quite misleading.
