sync from gnulib for getdate etc.

I installed this patch to sync coreutils from gnulib.  Most of the
patches are in the getdate area: it adds support for TZ strings
in dates, and fixes some bugs.  I'll fix NEWS next.

The changelog entries all say "sync from gnulib".
