I replaced one gnulib implementation m4/onceonly.m4 with another one
m4/onceonly_2_57.m4; this shrinks coreutils "configure" by over 300
kB, which is a good thing.  This assumes Autoconf 2.57 or later, but I
suspect coreutils already does that.  If there's some downside I
didn't anticipate here please let me know and I'll undo the change.

Here's the patch.  Only the ChangeLog entry is new; everything
else is simply a copy of gnulib.
