regarding 'cp' command

I am working with life insurance of India as a Sys.Administrator.
While trying to copy a file by name 'prmtran' to any other named file
it was showing error -- "Input/Output error" after some time.
The file above said prmtran is encrypted.

Please help me in this regard to overcome the problem.
