You are apparently using a locale that does not have a notion of an AM/PM
indicator.

$ LC_ALL=C date +%r
03:24:58 PM
$ LC_ALL=de_DE.utf8 date +%r
03:24:58 
$ LC_ALL=en_US.utf8 date +%r
03:24:58 PM
