[l10n] Reviving Czech translation for coreutils

Hi,

I have revived the Czech translation of coreutils. It will be a huge
task, because the translation was bitrotting in CVS for about 5 years.

As a start, I've updated the translation from 51 translated strings to
258 (or from 218 to 425, depends if you believe emacs po-mode or
msgfmt --statistics :-).

Could you please commit the attached cs.po to CVS?
