Alright thanks for your input.  I know that I recently installed WinAvr.  I
think that is part of GNU software.  So it could have been for that because
you need to do make files which I have not learned yet how to do.  But
anyways thanks for your time.

Unfortunately you have not described what the "this" is that you are
talking about.  Which makes it very hard to help you.  Programs such
as cat, head, tail, wc?  In any case none of the programs known here
would have installed other programs.

Did you install one of the ports of the GNU software on your machine
such as Cygwin or another port project?  There have been several.

The GNU Project is a project to make a complete free operating system.
The components of it such as coreutils are also free software and have
been ported to a number of platforms including MS-Windows.  However
the GNU Project does not make binaries for MS-Windows available.  If
you have binary versions of the old textutils programs then it must
have been compiled by you from source or come to you from a third
party who compiled those binaries.  Beyond that I can't guess further.

You sent your message to the bug-textutils address which implies that
you are looking at some old documentation.  Quite a while back all of
fileutils, shellutils and texututils were combined into coreutils.  So
if you have something installed referencing textutils it must have
been some time ago.
