Based on the fact that you addressed the obsolete bug-sh-utils list, you
probably need to upgrade. sh-utils was absorbed by coreutils, which is
now at version 5.97.

According to Mixo Shiburi on 8/2/2006 6:23 AM:

This is documented in the manual, and has been a frequent question lately.
  http://lists.gnu.org/archive/html/bug-coreutils/2006-07/msg00156.html
quotes the manual, which suggests you should use the 15th of the current
of the month when playing with fuzzy factors like "1 month ago".

Jim, maybe it is time to update our FAQ - the current entry on "The date
command is not working right" is very dated (pardon the pun), and could be
refitted to describe this and other common date usage errors.
