unregistered translations for coreutils

I regenerated the translations for coreutils, and found four languages
(Romanian, Serbian, Ukrainian, Walloon) that are archived in the
Translation project that we don't have translations for.  I added
them.

There is still something weird about all this, in that coreutils is
now distributing translations for these four languages, along with
translations for Croatian (hr) and Luganda (lg), even though these six
languages are not registered at the new "official" place
<http://www.iro.umontreal.ca/translation/registry.cgi?domain=coreutils>.

On second thougth I'm thinking maybe we should drop support for
languages not registered there, as it's a bit of a pain to maintain
them by hand.  We could start by writing to the affected translation
project mailing lists and asking them to register a coreutils version.
If we drop support I can re-automate the process of getting
translations; currently this is all done by hand which is a bit of a
pain.

I'm omitting most of the diffs in this message since their encodings
will mess things up and they're kind of boring anyway.
