Subject: add a bootstrap script so that we sync to gnulib, gettext, etc. better

I installed this patch, which mostly consists of removing files and
replacing them with a bootstrap script.  Now, when you check things
out from CVS, you must run ./bootstrap before running ./configure.
The upside is that the CVS sources get simpler and we don't have
to spend so much time manually syncing to and from other projects.
Please let me know if there are problems (there will undoubtedly
be some, as it's a disruptive change)....
