I can't, with Debian stable x86. I get the order you expect.
$ /usr/bin/sort test.txt
a
á
aá
áa
az
áz
azzzzá
ázzzza
$ /usr/bin/sort --version | head -n1
sort (coreutils) 5.2.1
$ locale
LANG=POSIX
LC_CTYPE="en_US.UTF-8"
LC_NUMERIC="en_US.UTF-8"
LC_TIME="en_US.UTF-8"
LC_COLLATE="en_US.UTF-8"
LC_MONETARY="en_US.UTF-8"

LC_PAPER="en_US.UTF-8"

I get the same order with coreutils 6.7 as well.
