chown - not like other Unixes.

Hi

a little new to Linux - but an old timer at Unix
(incl. at&t, HP-UX, SCO, DG-UX, AIX, SUN-OS)

in other unixes, any user can use chown - provided
the file is owned by that user.

(except for root, which can chown any file).

I was wondering why the gnu chown doesn't have an option to behave
like other unixes, where the 'owner' of a file can chown.

also - if you know of an other non-gnu chown that can allow any
user to change the owner of his own file only. (again, like most
other unixes).
