You didn't read my earlier mail that -n was added in coreutils 7.1.  Since
it didn't work for you, your version is obviously older.  That means you
need to upgrade.  The latest stable coreutils is 8.1.

The arguments required by POSIX are pretty much consistent across multiple
Unix implementations.  The ones that are GNU extensions are just that -
extensions.  cp -n is an extension; so it is not available everywhere.

It does that, too.  But it is the perfect tool for local transfers just
like you described.
