tempfile(1) in "(coreutils) shred invocation"

Should coreutils docs mention tempfile(1),
which is AFAICT not in coreutils?

Is there a coreutils-only way to effect "tempfile -m 0600"?

This came up in the context of studying:
<http://git.debian.org/?p=users/rfrancoise/rcs.git;a=blob;f=debian/patches/0004-Security-fixes.patch;h=cb7347d626e1a4593ac492066953988c81659119;hb=ac72d03ca695649ad311a295246595ab0e5e489e>

for integration into GNU RCS. It seems that tempfile(1) is Debian-specific.
