bug#26553: Possible touch bug

Hi all,

the following touch behavior (maybe a bug) was noticed on the following 
environment:

Even the touch command was executed after the date command, the output shows 
that the file is older...
I've tested the behaviour is in a loop and had a 35% percentile of this faulty 
behaviour. Also occurs on a ext4 filesystem as well.
