[Bug-cpio] -l means preserve links from FROM to TO

One would think that

`-l'
`--link'
     Link files instead of copying them, when possible.


means preserve the (hard (say so)) links WITHIN the TO director(ies)
(which are always preserved (do say so also), thank goodness), but in
fact it is talking about linking from the FROM directory to the TO
directory. So do add a clarification.
