cpio(1): Redundant content

Hi there,

the manual page for cpio 2.13 contains its REPORTING BUGS section twice.

On top of that, there's a section BUG REPORTS, containing a single line
that is virtually identical to the first line in REPORTING BUGS.

I'd suggest dropping the first occurrence of REPORTING BUGS as well as
the BUG REPORTS section, but using the variant from BUG REPORTS for the
first line in REPORTING BUGS, i.e.:

  's/Report cpio bugs to bug-cpio@gnu.org/Report bugs to
  <bug-cpio@gnu.org>./'

Oh, and SEE ALSO is there twice as well, with varying content.

I'd suggest integrating the content of the first instance into the
second one and then dropping the first one.
