How are you specifying which revisions to tag? Unless you explicitly
specify either a revision or a date, only files that are alive on the
trunk are tagged. Your "missed" files may exist only on branches and
not on the trunk. In most cases, you should use tag rather than rtag;
that way you know for sure what you're tagging.
