CVS configuration problem

Hi, i have problems in CVS configuration
i have installed CVS 1.11.2 on unix HP-UX platform (HP-UX 10.20)
i have edited /etc/services and added:
cvspserver 2401/tcp
i have edited /etc/inetd.conf and added:
cvspserver stream tcp nowait root /usr/bin/cvs /usr/bin/cvs --allow-root=/usr/local/CVSREP
pserver
i have restarted inetd process (i have rebooted).
Now i am not able to login from a remote host to the cvs repository,
i obtain this error:
cvs -d :pserver:hookipa:/usr/local/CVSREP login
Logging in to :pserver:morolli@hookipa:2401/usr/local/CVSREP
CVS password:
cvs [login aborted]: connect to hookipa(193.70.237.26):2401 failed: Connection
refused
What can i do?
