It wouldn't even do that. The way CVS works, is that it looks for files
in the main repository directory. In some cases, it also looks in the
Attic, if it exists. If the Attic doesn't exist, then CVS won't find
any files when it looks there. Likewise if it does exist but is empty.
There is absolutely no difference, as far as CVS is concerned, between a
non-existent Attic and an empty one.
The reason for the current behavior is pragmatic: There's no point
wasting time creating an Attic directory that may never be used.
Likewise, there's no point wasting time removing an Attic that may be
used again later. You don't tear your garage down every time you sell
your car, do you?
