Client/server CVS works exactly the same reguardless of the connection
method, so this can't possibly be a CVS problem. If you're checking out
a brand new working directory in both cases, the only possible
explanation is that you're connecting to different repositories. (The
only other possibility I can think of is that you're *not* checking out
a brand new working directory, in which case checkout behaves like
update and will honor any sticky tags/dates that exist.)
