Some binary files include multi-byte chars and people would like to show the
multi-byte chars in the binary files.

I do not think making ed a multibyte capable editor is a good idea. Much
less if the changes are in the form of ad-hoc fixes for specific
characters from specific charsets. Even improving the support for
edition of binary files may break current use of ed.
If you need to edit zh_CN.GB18030 texts I recommend you to use Emacs or
some other utf-8 capable editor.
