I think you might have the wrong mailing list. This doesn't look like it's
related to the 'install' program from GNU fileutils. AFAIK that doesn't depend
on the kernel version (that would be pretty stupid).

I think the "fcpci" package has a custom install program. You should talk to
the people that wrote fcpci. They should be able to help you.
