[bug-gettext] Dummy sections in the gettext manuals

I've noticed that the two sections "8.1 KDE's PO File Editor" and
"8.2 GNOME's PO File Editor" of the gettext manual have no actual
content:

  <http://www.gnu.org/software/gettext/manual/gettext.html#KBabel>
  <http://www.gnu.org/software/gettext/manual/gettext.html#Gtranslator>

There is any plan to actually write this sections in the nearish
future?  If not, should they be just removed?  Or is it better to
write a new section, say, "Third-party PO File Editor", that merely
reports the names of such editors and links to their websites or
official documentation?
