Follow-up Comment #1, bug #53516 (project gettext):
I think that en in the LANGUAGE list makes gettext look for en_US
translations. Normally the en_US translation files are empty, though, since
en_US is the default language, and then gettext goes to the next language in
the list. So gettext behaves as it's expected to do.
To put it in another way, it makes no sense to have en before any other
language in the LANGUAGE priority list. Ever. If you want the display language
to be English, which is always present, why making use of LANGUAGE at all?
As a side note, you should really not set LC_ALL on a GNOME desktop. If you
do, you won't be able to control language or formats via the Region & Language
GUI.
