Follow-up Comment #1:
I don't see it as a bug, because your example is contrived, not realistic.
When a string is used with ngettext, it's because the string is not suitable
for plural; most often it is an entire sentence. The probability is very small
that the entire sentence will occur as argument of _().
When it does, the workaround is simple: just change anything in the wording of
this sentence.
In situations where you are not using sentences, you can alternatively use
contexts for the disambiguation.
