Details:

The latest beta of autoconf 2.70 changes the behaviour of autopoint and if
AM_GNU_GETTEXT is used then a version macro *must* be also called:

configure.ac: error: AM_GNU_GETTEXT is used, but not AM_GNU_GETTEXT_VERSION or
AM_GNU_GETTEXT_REQUIRE_VERSION

Simply adding AM_GNU_GETTEXT_VERSION([0.21]) to gettext-runtime/configure.ac
and gettext-tools/configure.ac is sufficient.
