Please always report not only the error messages you got, but also the
input that you gave, namely
  - the command-line invocation of the 'configure' script,
  - the relevant environment variables (CC, CFLAGS, CPPFLAGS, LDFLAGS)
    in effect,
  - the type of system (platform) on which you are trying to build
    gettext 0.21.
