Per the manual
https://www.gnu.org/software/gettext/manual/gettext.html#The-LANGUAGE-variable
> Note: The variable LANGUAGE is ignored if the locale is set to āCā. In
other words, you have to first enable localization, by setting LANG (or
LC_ALL) to a value other than āCā, before you can use a language priority
list through the LANGUAGE variable.
Currently this *only* works with the C locale, but not C.UTF-8.
It would make sense for this behaviour to also apply when the locale is
C.UTF-8.
