That's because no one so far has clearly explained how the declinations of
plurals for in Kazakh grammer.
So far, I've got two different hints:
* The localization team for Kazakh in GNOME https://l10n.gnome.org/teams/kk/
has "nplurals=1; plural=0".
* The CLDR database
https://github.com/unicode-org/cldr/blob/main/common/supplemental/plurals.xml
(lines 46..49) has "nplurals=2; plural=(n != 1);", like Michele said in the
previous comment. But the data in the CLDR database does not always have the
best quality.
