Makes sense! It must be that po4a was relying on "de" being not found yet 
somehow OSX's _libintl_setlocale fills in the gaps and finds it.

Appreciate very much the clear instructions. I've attached a compressed tar 
file with the before and after. I couldn't resist taking a look too and so far 
noticed two things:

1. In 0.21.1, libgrep adds a new locale.h that is found first in the include 
path.
2. It has the block defining setlocale as rpl_setlocale #if'ed out.

That section of locale.h looks like:

# if 1
#  if !(defined __cplusplus && defined GNULIB_NAMESPACE)
#   undef setlocale
#   define setlocale rpl_setlocale
#   define GNULIB_defined_setlocale 1
#  endif
