[bug #65882] envsubst: ${foo} but keep $foo

What would be the purpose of doing so?

Bourne shell substitutes both syntaxes, therefore envsubst has to handle both
syntaxes.

We attempt to not add complexity "just for fun"; it should have an actual
purpose.

signs.

I don't understand this.
