[bug #66232] Tests fail building gettext 0.22.5 for native Windows: Exec format error

Gnulib is not tested in this mode; it defines __USE_MINGW_ANSI_STDIO=1 by
default.

To learn what changes with this macro set to 0, it would be useful if you
could create a testdir of gnulib:


$ ./gnulib-tool --create-testdir --dir=testdir-for-mingw --single-configure
--without-privileged-tests `./all-modules --for-msvc`


and build that. This will give us information about what else is maybe broken.
Please report the results to bug-gnulib, not here.
